Chat/IRC/Freenode/Libera chat migration

As freenode became some sort of shit at this point (as of 2021-05-20), I will probably move ##revi @ Freenode to the Libera.chat, with following caveats.

  1. I am pretty much inactive on IRC in general. If you want to have a talk, Discord might be a better idea.
  2. For now, there won't be a move overnight. It's too late to protect my data from 3rd party now, anyway.
  3. Permissions won't be moved over. I will give people permission as they join.
  4. Bots move are handled separately. See phab:T250 for the details.
